No…You can’t have it both ways. I would hope someone will publish the comments Elder Pinegar gave at the convention before I make any judgment on this. Maybe his comments were to distance the LDS Church from ex-gay therapies but I doubt it. After all, Elder Pinegar was invited to speak at their conference.
